House Bill 2744 – Long on sentiment, short on common sense

House Bill 2744 amends Sections 46.06 (a), (c), and (d), Penal Code

This bill will prohibit anyone under the age of 21 years from purchasing, renting, leasing, or receiving as a gift from anyone, “a semiautomatic rifle that is capable of accepting a detachable magazine and that has a caliber greater than .22

This bill allows parents to give a minor younger than 18 years of age a semi-automatic handgun.

Article 1, Section 23 of the Texas State Constitution stipulates:
Sec. 23. RIGHT TO KEEP AND BEAR ARMS. Every citizen shall have the right to keep and bear arms in the lawful defence† of himself or the State; but the Legislature shall have power, by law, to regulate the wearing of arms, with a view to prevent crime.

Therefore, the only legitimate function of HB 2744 must be to prevent crime and for self-defense.

The Statista chart featured above reports 447 murders by rifles and 6,012 murders by handguns in 2021.

I urge all Texans to contact their respective member of the House of Representatives to
OPPOSE HB 2744.
