Rockwall County Government

Rockwall County is the smallest county in Texas, covering only 147 square miles. In the early 1800s, the area was occupied by Caddo Indians. The Creek Indians began to arrive, and as they spread, the 2 tribes were in conflict. When the 1st Anglo-Americans arrived sometime in the 1840s, they found these Indian groups at war among themselves.

In 1836, the area was established as part of Nacogdoches County, and when Texas joined the Union in 1845, it was included in Henderson County. Kaufman County was formed in 1847, and the region now known as Rockwall County was placed in Kaufman County. Citizens thought the county seat of Kaufman was too inconvenient, and 1873 Rockwall County was formed. Learn more about the history of Rockwall County here.

The Public Information Act (PIA) allows citizens to inspect or copy government records. It also provides that governmental bodies may withhold government records from the public in specific instances. Learn more

The Open Meetings Act

The Open Meetings Act (Government Code, Chapter 551) provides that meetings of governmental bodies must be open to the public (except for expressly authorized executive sessions). Both state and regional agencies file notices of open meetings with the Secretary of State’s office. State agencies are governmental bodies with statewide jurisdiction. Regional agencies are agencies with jurisdiction over four or more counties.
