Clause 2 of Article VI of the US Constitution defines the Supreme Law of the Land.

Joe Biden acts outside the law because he acts outside the Constitution. His actions are outside Article 1, Section 8, the enumerated powers of Congress; only the Senate can approve a treaty.
Because his scheme to establish a one-world government over the USA is unlawful, we are not obligated to obey his scheme.
