Rockwall County 2025 Outlook: Issue number 2 — Public Safety

Democrat Incitement to Violence

HEADLINE: Todd Starnes, 9/19/2024 – Hundreds Vandalize UNC ROTC Building, Rip Down U.S. FlagNot a single rioter was arrested.

Democrats unlawfully incite violence, even death, against Republican presidential candidate Donald J. Trump. Examples in the news:

Prominent and lesser-known Democrats who falsely accuse Donald Trump of wrongdoing incite easily-angered Democrats to violence. This is unlawful. I point to 18 U.S. Code § 373 – Solicitation to commit a crime of violence.

The First Amendment to the US constitution by default protects almost every bit of speech that we can engage in, but there are a few areas where speech crosses the line into something that’s considered violent or criminal. One of those areas is incitement. “Incitement to violence” is a term that refers to speech that creates an immediate risk of harm to another person.

Talks On Law – Free speech: what constitutes “incitement?”

Officially Induced and Protected Nationwide Criminality

Jim Rickards expects violent riots on the streets, writing, “Radical left organizations like Antifa … Could even mobilize all the illegal immigrants to participate in the riots…Imagine what would happen if democrats start telling millions of illegal immigrants…That Trump will deport them all if he’s allowed back in the White House.

Overwhelmed Law Enforcement

The city of Dallas police force is undermanned by 1,000 officers. A citizen-initiated petition will be on the ballot to force the city to hire the needed officers. Meanwhile, members of the Dallas City Council sought to defeat the people’s will.

Here in neighboring Rockwall County, where most of the County jail inmates come from Dallas County, our deputies and detention officers are underpaid. Underpaid staffing naturally precipitates costly overtime pay. The Rockwall County Commissioners do not align their personal objectives with their constitutional duties.

In a recent public announcement on September 16, 2024, Gov. Greg Abbott warns, “the recent entry and expansion of the vicious Venezuela gang known as Tren de aragua … could destabilize Public Safety in the United States as well as in the state of Texas…”

What Happens When Paid Law Enforcement Is Inadequate?

Article 1, Section 23 of the Texas State Constitution comes into play. I quote:

Sec. 23. RIGHT TO KEEP AND BEAR ARMS. Every citizen shall have the right to keep and bear arms in the lawful defence† of himself or the State; but the Legislature shall have power, by law, to regulate the wearing of arms, with a view to prevent crime.

Are armed vigilante groups desirable? No. Armed and trained law enforcement officers are the better choice.

The growth of crime outpaces the growth of law enforcement

The City of Dallas elected officials, pursuing their respective personal goals, have grossly neglected their governmental duty.

The County Sheriff is the top law enforcement officer in all Texas counties. Underfunded County law enforcement elevates the crime threat against Rockwall County’s residents and businesses.

The precise count of illegal aliens that have come into our country is not easy to estimate. According to USAFacts, August 1, 2024 – What can the data tell us about unauthorized immigration?

“Border officials encountered 11 million unauthorized migrants attempting to enter the US between October 2019 and June 2024.” 11 million in 9 months equates to 1.22 million per month. USAFacts points out that this number of illegal aliens is comparable to the population of North Carolina. North Carolina is the ninth-most populous state.

The open borders policy under Joe Biden is an obvious leftist ploy to elect Kamala Harris as the next President. The unintended consequences include a suffocating rise in crime nationwide.

Who are the people coming to our shores? Some countries are emptying prisons and mental hospitals, sending these people our way. In the news are stories about the vicious Venezuelan gang Tren de Aragua. Early news about this gang come from the State of Colorado. Recently, Dallas PD reports Tran de Aragua in Dallas.

Rockwall County is not a rural county. It is one of 66 counties in the Texaplex, the Texas Metropolitan Triangle outlined by I-35, I-10, and I-45. In brief, we are ‘smack dab’ in the big middle of it.

The cities within Rockwall County boundaries include Royse City, Heath, McLendon-Chisholm, Fate, Mobile City, Rockwall, and Dallas. Dallas is the largest in land area.

Rockwall County is a fast-growing area inextricably connected with the Dallas/Fort Worth Metroplex. My home in Rockwall, Texas, is only two blocks from the Dallas city limits.

Seventy percent (70%) of the inmate population of the Rockwall County Jail population comes from other counties. They don’t live here; they come here to commit their crimes.

The failures by local governments to adequately fund law enforcement imperil public safety.
