Can an ACTING President commute sentences and pardon convicted criminals?

In the last days of his presidency, President Joe Biden commuted the sentences of nearly 1,500 people. He also pardoned 39 others. The White House announced this as the largest single-day act of clemency in modern history. USA Today reported this on December 12, 2024.

Special counsel Robert Hur’s portrait of a man who couldn’t remember when he served as Barack Obama’s vice president, or the year when his beloved son Beau died, dealt a blow to Biden’s argument that he is still sharp and fit enough to serve another four-year term.

Who controls the White House?

Questions on my mind, and, perhaps, also on YOUR mind

  1. When I read the well-written, lengthy orders that are supposedly authored by addled-minded Joe Biden, I wonder who actually wrote them. I want to know who the real author is.
  2. When CNN contributor Dr. Sanjay Gupta publicly questions Joe Biden’s mental faculties, all Americans deserve to know who is actually running the White House.
  3. If Joe Biden is clinically proven mentally incompetent, are his pardons of criminals lawful? Are pardons of subjects suspected of criminal acts while serving in the federal government lawful?
  4. If the host of pardons is unlawful, are they not null and void?

Just asking for 330 million fellow Americans.
